2017. gada Reinholda Šmēlinga konferences uzmanības centrā ir temats “Kā veidot arhitektūru un pilsētvidi veiksmīgai zināšanu ekonomikas attīstībai”. Konferences gaitā jautāsim, kādi arhitektoniskie, telpiskie un pārvaldības aspekti sekmē Baltijas jūras reģiona (BRJ) pilsētu (Stokholmas, Helsinku, Tallinas, Kauņas u.c.) konkurētspēju, uzlabo pilsētvidi iedzīvotājiem un kādas jaunas pieejas būtu identificējamas un integrējamas esošajā plānošanas un pārvaldības praksē.
Paralēli BJR teritoriālajam kontekstam konferencē īpaša uzmanība tiks pievērsta arhitektoniskajai videi Pārdaugavā jeb t.s. Daugavas kreisajam krastam. Līdztekus unikālai publiskās ārtelpas un pilsētvides tipoloģijai, līdzīgi kā citās BJR un Eiropas pilsētās, Pārdaugavā pēdējos gados norisinājusies koncentrēta starptautiski nozīmīga zināšanu infrastruktūras izveide – lielākie nacionālie akadēmiskie centri un pilsētiņas (RTU, LU, RSU, RISEBA, “Turība”), Latvijas Nacionālā bibliotēka (LNB), dinamiska uzņēmējdarbības vide (Swedbank, Mūkusalas biznesa centrs), kā arī starptautiskas nozīmes transporta infrastruktūra (Rail Baltic, lidosta Rīga). Šeit arī attīstības potenciāls – ūdensmalas, kultūrvēsture un zaļā struktūra, neizmantotas teritorijas un īpašumi, nepietiekamība sabiedriskā transporta, gājēju un velokustības jomā. Ņemot vērā zināšanu un inovāciju lomu pilsētas ekonomikā, uzsvars šādās teritorijās mainās no zināšanu radīšanas uz inovatīvas ekosistēmas radīšanu – aktīvu sadarbību ar uzņēmējiem un sabiedrību, humāniem mobilitātes risinājumiem, kā arī pievilcīgas dzīves vides radīšanu.
Lai sekmētu tālredzīgu šī potenciāla izmantošanu un plānotu ilgtspējīgu pilsētvidi, konference vēlas mudināt izvērtēt līdzšinējās vēsturiskās un tematiskās Pārdaugavas vīzijas, kā arī sekmēt daudzpusīgu publisku diskusiju redzējumu tapšanu. Šim nolūkam konference pulcēs un aptvers ne vien arhitektus, plānotājus un publiskā sektora pārstāvjus, bet arī dažādas BJR zināšanu teritoriju attīstībā iesaistītās puses un kompetences jomas, kuru līdzdalība un loma pārmaiņu virzībā ir noteicoša.
Šogad konference tiks veidota sadarbībā ar projektu “Live Baltic Campus”, kuru īsteno Latvijas Universitāte un Rīgas plānošanas reģions. Šī projekta mērķis ir veicināt BJR pilsētu konkurētspēju, sekmēt pilsētas dzīves vides uzlabošanu un inovatīvas pieejas ieviešanu pilsētplānošanā, izmantojot dizaina domāšanas metodes.
Šmēlinga konferencei aicinām iesniegt referātus, tēzes un labos piemērus par šādiem tematiem:
Pilsētbūvniecisko attīstības projektu īstenošanas analīze.
Mūsdienu Rīgas un citu pilsētu pilsētbūvniecisko projektu attīstības vēsture.

Invitation to send your presentations for the 2017 Reinhold Schmaeling Conference “How to Build a Successful City: Architecture and Urban Planning in Knowledge Economy”
The 2017 Reinhold Schmaeling Conference focuses on the topic “How to Create Architecture and Urban Environment for Successful Development of Knowledge Economy”. During the conference we will ask what architectural, spatial and governance aspects increase competitiveness of the cities (Stockholm, Helsinki, Tallinn, Kaunas etc.) of the Baltic Sea Region (BSR), improve the urban environment for inhabitants and what new approaches should be identified and integrated into the existing planning and governance practices.
In addition to the territorial context of the BSR, the conference will focus on the architectural environment in Pārdaugava or the left riverbank of the Daugava. Alongside the unique typology of public open space and urban environment, like in other cities of the BSR and Europe, a concentrated internationally important knowledge infrastructure has emerged in the district of Pārdaugava in recent years, namely, the largest national academic centres and campuses (RTU, LU, RSU, RISEBA, “Turība”), the National Library of Latvia, dynamic business environment (Swedbank, Mūkusala Business Centre) and major hubs of international transport infrastructure (Rail Baltica, Riga International Airport). It also contains the potential for development: waterfronts, cultural history and green areas, vacant territories and properties, lack of well-developed infrastructure for public transport, pedestrians and cyclists. Given the role of knowledge and innovations in urban economics, in such territories the emphasis varies from creation of knowledge to creation of an innovative ecosystem – an active cooperation involving businesses and society, humane mobility solutions, as well as creation of an attractive living environment.
To ensure forward-looking use of this potential and to build a sustainable urban environment, the conference will encourage re-evaluation of the existing historic and thematic visions for the district of Pārdaugava and a multifaceted public discussion on creation of visions. For this purpose, the conference will bring together not only architects, urban planners and representatives of the public sector, but also a number of stakeholders involved in the development of knowledge territories in the BSR representing the areas of expertise that are decisive in fostering changes and advancement.
This year the conference will be organised in collaboration with the project “Live Baltic Campus” implemented by Latvian University and Riga Planning Region. The aim of this project is to increase the competitiveness of the BSR cities, improve living conditions in the urban environment and introduce an innovative approach to urban planning through the methods of design thinking.
We are inviting you to submit presentations, theses and examples of the best practice to the Schmaeling Conference on the following topics:
Analysis of implementation of urban development projects.
Development history of urban planning projects for modern Riga and other cities.
Role, opportunities and rights of local community to influence urban development projects.
Research on liveability of the urban environment and the use of research results in planning and designing.
Knowledge economy in the urban environment:
- modern trends and examples of the best practice in architecture of contemporary knowledge economy;
- knowledge economy and knowledge territories as a driving force of urban development;
- urban planning and architectural typology: from Modernism to grid-like structures.
Knowledge economy and public infrastructure:
- academic cities and their integration into the urban environment: the Baltic context;
- synergy and optimization: centres and networks of knowledge economy;
- knowledge sites: business centres, and architecture and planning of new forms of employment.
From knowledge space to knowledge site:
- liveability, re-urbanisation of natural resources, and public open space;
- movement: rail transport and integrated mobility in the nearby district of Pārdaugava.
Governance:
- vectors of urban economics: new forms of governance and stakeholder management;
- neighbourhood, role of inhabitants and involvement of users: design of the urban environment created by its users and models of joint creation.

The organisers of the conference reserve a right to select the authors of the most appropriate topics and abstracts, to determine the number of papers to be presented at the conference, as well as the duration and manner of the presentation.
